What does 'organic' really mean to Whole Foods? The use of the term "organic" is heavily regulated in foods by the USDA (United States Department of Agriculture). However, personal care products are a different story. They fall under the auspices of the FDA (Food & Drug Administration). Many American consumers don't really know the difference.
